Subject to conditions prescribed by the University of California, Davis, sealed bids for a lump-sum
contract are invited for the following Work: Clear Lake HOS, Project Number: 25-0055 / SP0A243932.
DESCRIPTION OF WORK: Provide all labor, materials, equipment, tools, transportation, insurance, and
services to construct and install a system converting LOX into gaseous oxygen and distributing it into the
hypolimnion of the Oaks Arm of Clear Lake (e.g. Hypolimnetic Oxygenation System – HOS). The scope
includes all related infrastructure, subcontracts and vendors. Per design drawings, provide demolition and
new construction for the liquid Oxygen (LOX) tank pad. Contract for and coordinate LOX tank (with
deferred approval submittal of shop drawings and seismic anchorage design), related LOX piping, related
electrical and controls for LOX and HOS distribution systems, and HOS distribution subcontractor (with
deferred approval submittal of shop drawings). Complete commissioning of the system and arrange for
delivery and supply of LOX during operations.
Funding is provided in part by U.S. Environmental Protection Agency, Grant #97T42101, 97T44201 and
California Natural Resources Agency, Grant #GF2314-0. This project is subject to Davis Bacon*/and or
other related acts (as applicable), Federal requirements, as well as adherence to California prevailing
wage rates.

Estimated Construction Cost of this project is $2,836,000.00 (Base Bid)
Contract Time: 221 days.

A MANDATORY Pre-Bid Conference and MANDATORY Job Walk will be conducted on Wednesday,
July 1, 2026 beginning promptly at 11:00 a.m. Participants shall meet at 12559 CA-20, Clearlake Oaks,
CA 95423, Clark Island Park Parking Lot (Intersection of Hwy 20 & Island Drive). Bidders must be
present at the Pre-Bid Conference no later than the scheduled start time. Only bidders who participate in
both the Conference and the Job Walk in their entirety will be allowed to bid on the Project as prime

currently anticipated that the Conference/Job Walk will last approximately 2 hours.
PARKING INSTRUCTIONS: Pre-Bid Conference and Job Walk attendees should plan to arrive
at least 30 minutes prior to scheduled meeting time to make arrangements for parking.
Any parking challenges that are encountered will not excuse late arrivals and will result in that firm being
ineligible to bid on the Project.

The successful Bidder will be required to have the following California current and active contractor's
license at the time of submission of the Bid: General Building Contractor – “B”.
Every effort will be made to ensure that all persons have equal access to contracts and other business

enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services
covered under the awarded agreement, subject to any and all applicable obligations under state and
federal law, and University policies. The awarded contractor shall make best efforts to provide qualified
SBEs and DVBEs with the maximum opportunity to participate.
The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the
performance of, any portion of this project, unless registered with the Department of Industrial Relations
pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
The successful Bidder shall pay all persons providing construction services and/or any labor on site,
including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall
comply with all applicable federal, state and local working condition requirements.
